How can you make a difference?
The recruited WASH in Emergencies Specialist will work under the supervision of the Chief of WASH and overall guidance/coordination from the Deputy Representative. He or she will also work in partnership with the Government of Rwanda, and in close collaboration with other staff members and technical specialists from WASH, Health and other sections as appropriate.
He or she will be responsible to support the development, planning, implementation, monitoring and evaluation of UNICEF ‘support to the Government of Rwanda’s preparedness and response to Ebola in specifics activities and results to safeguard and improve public health of the targeted population in the high-risk districts of Rwanda.
He or she will contribute to the development and revision of preparedness plans as well as to all internal preparedness documents and processes, including WaSH activity workplans for the various scenarios, the development and revisions of detailed supply plans, the development of WaSH in Emergency trainings, conduct rapid assessments, contribute to funding proposals and reports and provide recommendations for next steps and technical support to UNICEF and the Ministry of Health.
MAIN RESPONSIBILITIES AND TASKS
Under the framework of the national WASH coordination platform/sectoral cluster, in conjunction with other WASH stakeholders and on behalf of UNICEF, support the overall analysis of sectoral needs and priorities and definition of strategies and standards to address WASH-related needs and activities to reduce the risk of Ebola transmission, with special emphasis on the identification of key hygiene practices and messages, and sectors of population with whom engage; in accordance with national and international humanitarian standards.
Responsible for/support the definition of UNICEF’s support to Government’s preparedness and response activities in the WASH sector (strategies, outcomes, target population) as part of the overall national Ebola response, based on the understanding of the epidemiological information.
In coordination with other UNICEF’s relevant sections and divisions – particularly Health and Programme Communications/C4D – and implementing partners, develop strategies, plans and capacities to:
reach target population with culturally appropriate messages related to home based management, including the safe handling and disposal of faeces and other hygiene practices such as handwashing with soap and household water treatment and storage,
implement WASH related interventions on Ebola Treatment Centres and other health facilities as per required,
Based on information provided by UNICEF Health Section/health partners support tracing of Ebola cases with focalized WASH interventions at household/community level, including the provision of means for hygiene/handwashing (soap), safe excreta disposal (sanitation facilities) and household water treatment and storage.
Collaborate with the design and effective implementation of a monitoring plan to follow up Government’s response in the WASH sector, incorporating required changes into planned activities with special attention to specific needs of women, children and people with disabilities, as well as other cross-cutting areas.
Contribute to Government reporting, in accordance with UNICEF’s CCC based Humanitarian Performance Monitoring criteria, allowing visibility of WASH specific achievements and needs.
Interact with government and partners (including UN, Donors, NGOs, CSOs, etc.) in the different stages of the emergency programme implementation following up on cooperation agreements, recommendations and other UNICEF’s commitments for the emergency response, including the development of national partners’ capacity.
In coordination with other members of the WASH team and other sections support the development of medium/long-term strategies to address the risk of Ebola transmission as part of the UNICEF’s WASH regular programme.
Any other tasks as requested by the supervisor or Deputy Representative that will support the development, implementation or monitoring of the UNICEF preparedness and response plan.
To qualify as an advocate for every child you will have…
Advanced university degree or equivalent experience in Environmental Public Health, Civil Engineering, Programme Communication, Sanitation Engineering, or other field related to or other field related to behaviour change communication.
A minimum 5 years of relevant experience with either the UN and/or NGO including emergency experience. Experience in Ebola preparedness and prevention is an asset.
Knowledge of public health and one or more other relevant areas (e.g.: behaviour change, health promotion, community development, education, etc.)
Experience working with government agencies, local authorities, international organizations, NGOs and communities in the field of water, sanitation and participatory approaches in health and hygiene promotion.
Fluency in English (verbal and written) required. Knowledge of French is an advantage.
